In order to ensure fairness, transparency, academic integrity and consistency in dealing with cases of unfair means and examination malpractice, the Vice Chancellor is pleased to constitute the Unfair Means (UMC) Committee with effect from 31.08.2026.
The Committee shall examine and recommend appropriate action in cases of alleged unfair means, malpractice, misconduct or violation of examination rules in accordance with the University Act, Statutes, Ordinances, Examination Regulations and other applicable rules.
The Committee Shall Comprise The Following Members:
The Committee Shall Deal With Cases Involving Alleged:
- Possession or use of unauthorised books, notes, written material, electronic devices or other prohibited material during an examination.
- Possession or use of mobile phones, smart watches, programmable calculators or other unauthorised electronic/digital devices, where prohibited.
- Copying from another candidate or allowing another candidate to copy.
- Communication or attempted communication with another candidate or any unauthorised person during the examination.
- Exchange, transmission or receipt of examination-related information through electronic, digital or other means.
- Impersonation or attempting to appear in an examination on behalf of another candidate.
- Manipulation, alteration, destruction or unauthorised handling of answer scripts or examination records.
- Removal, concealment or attempted removal of answer scripts, question papers or other confidential examination material.
- Seeking or providing unauthorised assistance during an examination.
- Any attempt to obtain, disclose, circulate or access a question paper before or during the examination through unauthorised means.
- Misconduct, disruptive behaviour, intimidation or obstruction of examination personnel.
- Any other act or omission specifically declared as unfair means or examination malpractice under the University's rules.
The Committee Shall:
- Receive and examine cases of alleged unfair means referred by the Invigilator or Examination Monitoring Committee.
- Examine the UFM report, answer script, seized material, electronic evidence, statements and other relevant documents/evidence associated with the case.
- Provide the concerned student/candidate an appropriate opportunity to explain or represent his/her case in accordance with the University's regulations.
- Examine the facts and circumstances of each case objectively and impartially.
- Determine, based on the available evidence and applicable regulations, whether the alleged act constitutes unfair means or examination malpractice.
- Classify the nature and severity of the offence in accordance with the University's prescribed categories, wherever such categories exist.
- Consider relevant circumstances, including the nature of the offence, evidence available, intent, extent of assistance or advantage obtained, and the candidate's previous record, where permitted by University regulations.
- Recommend an appropriate penalty or disciplinary action in accordance with the University's rules.
- Record the reasons for its recommendation in each case.
- Maintain complete and confidential records of all UMC cases considered by the Committee.
- Refer serious or exceptional cases to the competent authority for further action, wherever required.
- Recommend systemic measures to prevent recurrence of examination malpractice.
The Committee Shall Follow The Procedure Prescribed By The University. Ordinarily, The Process Shall Include:
The Committee May Consider, As Applicable:
- UFM report prepared by the invigilator/Centre Superintendent;
- Answer script and supplementary sheets;
- Question paper;
- Written material or prohibited articles seized from the candidate;
- Photographs or other documentary evidence;
- CCTV footage, where lawfully available and authorised for examination purposes;
- Digital/electronic devices, data or communication records, where relevant;
- Statements of the candidate(s), witnesses, invigilators and other relevant persons;
- Any other material or information relevant to the case.
Penalties
Penalties, as prescribed by the University, may include, but are not limited to:
- Cancellation of performance in the examination
- Debarment from future examinations
- Suspension or expulsion
- Any other penalty as prescribed by the University
Confidentiality
- All proceedings, documents, records, deliberations and recommendations of the Committee shall be treated as strictly confidential.
- Members shall not disclose examination-related information to any unauthorised person.
Record Keeping
All records of cases, decisions, and actions taken shall be securely maintained for the period prescribed by the University.
Validity
The Committee shall remain in force for the academic year 2026-2027.
